Every major city must strive to discover its unique path to fulfilling its total economic capacity and improve the governance system with new economic models such as digital governance and industrial digitalization. 

Other problems arise in the face of the development of digital economies. There is an urging need to establish a new R&D institution and empowerment brain that can carry the standard capabilities of urban digital economy development. In the face of such a need for solutions, the World City Digital Economic Development Research Institute (WCDE) came into being.
